今年已进入巩固脱贫攻坚成果与乡村振兴有效衔接阶段，垫江县将如何推进全面乡村振兴？《重庆与世界》记者就相关问题对全国人大代表、垫江县委书记蒲彬彬进行了专访。

《重庆与世界》：垫江在脱贫攻坚中，为全面推进乡村振兴积累了怎样的优势？

The World and Chongqing: What advantages has Dianjiang County accumulated for all-around rural revitalization promotion amid poverty alleviation?

蒲彬彬：全县脱贫攻坚取得决定性胜利，为全面推进乡村振兴奠定了良好基础。基础优势。农村自来水入户率90%、天然气入户率80%、土地流转率47%、农业综合机械化率52%，均居全市前列。成功创建国家级电子商务进农村综合示范县、国家数字乡村试点地区、全国农村生活垃圾分类和资源化利用示范县、市级“四好农村路”示范县。产业优势。垫江晚柚、生猪、水稻制种等特色产业加快发展。培育农产品加工企业258家，垫江工业园区获评市级农产品加工业示范园区，创建国家4A级、3A级景区4个。试点优势。建成绿色示范村庄、美丽宜居乡村76个，杠家镇获评全国“一村一品”示范村镇，白家镇静峰村获评全国文明村镇，太平镇牡丹村获评中国美丽休闲乡村。

Development of characteristic industries such as Dianjiang late-maturing pomelo, hog, rice seed production has been accelerated. 258 agro-product processing enterprises have been cultivated with Dianjiang Industrial Park awarded the municipal-level agro-product processing demonstration park and 4 national 4A and 3A scenic spots established. 《重庆与世界》：在全市乡村振兴当中，垫江有怎样的定位，怎么打造乡村振兴的“垫江特色”？

蒲彬彬：定位就是重庆市委明确的“争当全市乡村振兴排头兵”，重点建设三个特色示范带。建设明月山乡村振兴连片示范带，放大牡丹樱花世界、中华仙草园、沙坪油菜花等优势，着力打造“小众、多元、特色、精品”的现代农业和乡村旅游产品和品牌，致力建成农旅型、城郊型、融合型的示范带。建设龙溪河生态经济示范带，加快田园综合体建设，提质发展生态农业，大力发展农产品精深加工，着力建成践行“两化路”的示范带。建设南部经济走廊示范带，加快鹤游古寨卡、卧龙巴盐康养小镇等资源开发利用，推动农旅、文旅、康养等多业态融合发展，着力建成农文旅融合发展的示范带。

Pu Binbin: Dianjiang County will follow CPC Chongqing Committee's instruction that "striving to be the pacesetter in the rural revitalization of the whole city", and focus on building three demonstration belts with characteristics. We will build contiguous demonstration belts for rural revitalization in Mingyue Mountain by amplifying advantages of the World of Peony & Sakura, Wonderland of Chinese Medicinal Herbs and Shaping rapeseed flower, strive to create "niche, diverse, characteristics and refined" modern agricultural and rural tourism products and brands and to build demonstration belts of agricultural tourism, suburban and integration types. We will build Longxi River ecological economic demonstration belt, accelerate the construction of rural complex, improve the quality of eco-agriculture, vigorously develop the refined and deep processing of agro-product, and strive to build a demonstration belt to practice the "road of two modernizations". We will build the southern economic corridor demonstration belt, speed up the development and utilization of resources such as Heyou ancient villages and Wolong Ba Salt Wellness Town, promote the integrated development of agricultural tourism, cultural tourism, wellness and other forms, and build a demonstration belt of integrated development of agriculture, culture and tourism.

《重庆与世界》：垫江乡村振兴的主要路径是什么？

蒲彬彬：乡村振兴的路径，中央已作出精准设计，我们坚决当好施工员。当前重点把优势产业发展好。着力打造中国晚柚之都、百万头生猪大县、国家级杂交水稻种子生产基地。大力发展乡村旅游、休闲农业、文化体验、健康养老等新产业新业态，全力建设农文旅融合的国家康养文化旅游集聚区。把农民收入增加好。加大民生投入，深化“三变”“三社”改革，激发农村资源要素活力，确保农民群众收入增速持续跑赢GDP增速。把“三农”队伍建设好。建强农村基层组织，健全乡村人才激励机制，吸引各类人才在乡村振兴中建功立业。

Pu Binbin: As the central government has made a targeted design for the pathwaysof rural revitalization, we only need to steadfastly roll it out. At present, we should focus on the development of advantageous industries. Efforts will be taken to build China's city of late-maturing pomelo, a county with millions of hogs, and a national-level hybrid rice seed production base. We will vigorously develop new industries and new forms such as rural tourism, leisure agriculture, cultural experience and health and old-age care, and exert all efforts to build a national wellness cultural tourism cluster integrating agriculture, culture and tourism. We should ensure the increase of farmers' income. We will add investment in people's livelihood, deepen the reform of "three changes" and "three cooperatives", stimulate the vitality of rural resource factors, and ensure that the growth rate of farmers' income continues to outpace GDP growth. We should build "agriculture, rural areas and farmers" well. We will strengthen the rural grassroots organizations, improve the incentive mechanism for rural talents, and attract all kinds of talents to make contributions in rural revitalization.
